How should a big universe be introduced without being boring?

If I have a big universe that I need to set up, with all the location, lots of characters, lots of location, rules, magic rules, technology, government rules, is it ok to introduce and explain all of this at the beginning, or how much of this can be introduced at the beginning without making it boring ? How many pages of setting up a universe is too much giving the fact that is pretty complex and a lots of things need to be explained ?
